ACSD BOE Meeting Observer Notes


  1. Special Reports/Recognition: Tom Marshall (Commander from American Legion) – American Legion wanted to promote Americanism. Values participatory citizenship, including flag etiquette. The Americanism and Government test True and False, short essays, etc. 60 students took the test. Local, county, state, and national. Aiden Konderick, and others received high scores. 
  2. Approval of Minutes
    • Special Minutes Meeting November 19, 2024 
    • Regular Meeting of November 25, 2024 - Approved
  3. Superintendent/Assistant Superintendent Milcetich’s Report: Value Added Data *Growth vs. achievement; compared to Grade Level Cohort; NCE’s (Normal Curve Equivalents – place along a distribution curve). See charts attached. 
    • Principal reports: 
      • Kim Menta (Craddock Elementary) Building Goals: How do we formulate? Data analysis and reflection on the previous year; ask instructional leaders for reflection and input; Reflect on feedback, make adjustments and communicate the shared vision, which our dispositional leaders help to implement. 
        • Goal #1 Positive Behavior Intervention Supports; Behavior Incident Report (BIR) – think about language used with children; logical consequences; and calm down corner every classroom (grant by AEPTO and Aurora Schools Foundation).
        • Goal #2: Teams across Craddock will collaborate consistently to analyze data.  
        • Goal #3: Craddock culture committee will continue in their efforts to eliminate barriers to learning. Culture survey and 75% of households returned survey. 
      • Maria Goodman (Miller Elementary) Building Goals: 
        • Goal #1: MES will maintain and enhance our focus on the whole child to support the social, ,emotional, and academic success of all. Children bot in preschool and Kindergarten will be afforded opportunities through out expanded MTSS system of support. Partner with local preschools to provide supports if they may be in Aurora City Schools. 
        • Goal #2: The kindergarten PLC team will wok on alignment of our mathematics instruction which is outlined in our course of study, analyze our common assessments, and create an action plan for Tier 2 math intervention. 
        • Goal #3: The preschool staff will review and analyze core curriculum, instruction, and assessment materials that are aligned with the state-approved guidelines. The selection process will include a pilot, analysis, selection, and implementation. 
  4. Treasurer’s Report/Recommendations – Bill Volosin 
    • Resolution to Approve financial Statements and Reports (Ex. D-1). Final payment on Leighton. The district will now have full use of PI monies. Approved. 
    • Resolution to Approve Then and Now (Ex. D-2) Water line broke on a Sunday so the then and now is to cover repair cost. Approved. 
      • Resolution to Approve Transfers and Advances (Ex. D-3) $10 from IDEA-B fund from last year to this year. Carryover dollars moving from one project year to the next project year. Advance - $75,000 from general fund to bond fund. Will receive other half of tax monies March and return dollars to general fund. Approved. 
      • Resolution Declaring the Necessity of Renewing a Tax Levy (Ex. D-4) First of two Resolutions. 5.61 tax levy renew brings in approximately 3.8 million dollars per year. No new taxes. Will send to county auditor for exact dollars. Then, second resolution to put on renewal levy in May. When originally passed? 80s.

    • Resolution to Approve Introductory Appointment of Support Staff (Ex. E-1-b-1) Approved. 
    • Resolution to Approve Job Description and Pay Scale for Insurance/Intake and Business Secretary (Ex. E-1-b-3) Approved. 
    • Resolution to Approve High School Program of Studies (Ex. E-1-c) Approved. 
  6. Board Items
    • Resolution to Name the Conference Center (Ex. F-1) recognition of former Board President Jerry Kohanski, resident 36 years, and 24 years on school board, 22 years as board president. During tenure, built LES, expanded Harmon and High School, renovated stadium. Purchase of conference center driven by Jerry’s vision of the building. Jerry Kohanski Conference Center. Approved. 
    • Resolution to Set Date of Organizational Meeting (Ex. F-2) Jan. 7 @ 6PM Approved. 
    • Resolution to Elect a President Pro Tem (Ex. F-3) Sabulsky – Approved 
    • Per Jen, discussion about changing the date and time of our meetings so as not to conflict. Council meets 2nd and 4th council meetings. 
  • Per Pam, suggest Council go to Mayor to see if their meetings can be changed. We’ve been meeting 4th Monday of month for 50 years. I’ve scheduled my entire life around this commitment. I have a standing commitment every 3rd Monday of the month. 2nd Monday would not solve the problem.
  • Per Bill, if we met first Monday, for instance, Dec. 2 I couldn’t present the November financial report.
  • Per Pam, it’s too soon for ’25. Maybe something for ’26.
  • Per Roberto, sports might interfere. 
  • Per Acomb, Bill answered my question about long-standing practice and how might change affect operations. Don’t want to approve financial reports too late. The concern about it conflicting with City Council is coming out of left field. When we are scheduling events, maybe we can look at scheduling events, not scheduling events at Harmon and High School. It’s rare that someone would want to speak at both meetings. You can get access to both meetings but you might get it a day later because it’s recorded. 
  • Per Mike, we try to do a master schedule. The holiday music schedule came to light because we are trying to avoid conflicts. 
  • Per Jen, I’ve definitely heard community members discuss it. 
  • Per Sabulsky, I think it’s too soon. Council records there, and we record ours.
  • Per Pam, I just want to commend music teachers for concerts in last few days.
