Aurora City Council & COW - 3/11/24

Aurora City Council and Committee of the Whole
​March 11, 2024
Committee of the Whole (COW): The meeting was called to order at 6:30 by Chairman John Kudley with Council members present: Brad Duguay, Peter French, Sarah Grdina Gilmore, George Horvat, Dennis Kovach, John Seitz and Scott Wolf. Reva Barner was absent. There were 10 City Officials and Employees present. There were 3 citizens present.

Minutes from February 26, 2024 were approved with P. French and S. Wolf abstaining.

Finance Director’s Report: We are starting off the year strong but it is still early.

 There were 5 Ordinances proposed for Action that evening on 1st Reading. 

  • An Ordinance for Employees generally for changes in compensation for 3 full time employees, 1 part time dispatcher and several returning seasonal employees.
  • An Ordinance authorizing the purchase of a Stryker brand ambulance cot, loading system for the cot, a Lifepak 15 cardiac monitor/defibrillator, 4 Lucas chest compression systems, associated accessories and preventative maintenance service contracts in the amount of $196,729.25.
  • An Ordinance authorizing the mayor to enter into mutual aid agreements with surrounding communities, in a form to be approved by the Law Director to ensure the safety of Aurora residents.
  • An Ordinance accepting a refund of $9,500 from LJA Engineering, Inc. on behalf of CPI Systems, Inc. and further canceling the contract for the MS4web service stormwater management program and utilizing the funds for a different purpose.
  • An Ordinance acknowledging the merger of Dura-Mark, LLC and Aero-Mark, LLC thus allowing the city to utilize the renewal options for the 2024 and 2025 Road Striping contract.

There were 2 Ordinance proposed for their 1st Reading:

  • An Ordinance to enter into a contract with Hejduk-Cox and Associates, Inc. in the amount of $36,113.50 to provide engineering services for the design of a waterline extension on State Route 43 from Discount Tire to the City of Solon border to create redundancy for Aurora residents.
  • An Ordinance to enter into a contract with Ohio Traffic and Lighting Solutions, Inc. in the amount of $86,700.00 for the purchase of 20 identical light poles for the State Route 43 Lighting Initiative.

The meeting adjourned at 6:43

City Council (CC):  Council President G. Horvat called the meeting to order at 7:00 pm with the Pledge to the Flag of the United States of America.   Council members were present and absent as noted in COW Report.  There were 10 City Officials and Employees present and 4 people in the gallery. 

February 26, 2024 Meeting minutes were adopted with P. French and S. Wolf abstaining.

 Mayor’s Report: Items included: The continuation of the Maple Lane water line replacement; Upcoming events: State of the City Address for seniors; the annual EGGStravaganza on March 23 at Aurora High School Gym; Shred Day April 6 from 9-12 at the Service Center; Eclipse over Aurora at Sunny Lake Park from 2-4 on April 8. She ended with a reminder to vote in the primary on March 19.

Law Director’s Report: Mr. DiPiero had no remarks but his report was included with the agenda packet.

Citizens Comments: None

Council Remarks: None

Ordinances on 3rd  Reading:

  • Ordinance 2023-104 for the Purchase of 40 acres of land and 53.63 acres of Geauga Lake with a Trail Lake Loop easement from ICP remains postponed. 

Ordinances on 2nd Reading: 

  • An Ordinance approving the renewal application for the placement of farmland in an Agricultural District for property located at 930 Eggleston will go to 3rd Reading with a public hearing scheduled for April 9.
 
  • An Ordinance approving a Conditional Zoning Certificate for a public outdoor recreation facility for the property located along the railroad corridor from SR 82 to the eastern boundary of the city in a Residential Zoning District went to 3rd Reading

Ordinances on 1st Reading: 

  • An Ordinance granting an exception for the Greens of Aurora located at the east side of N. Chillicothe across from Barrington Plaza in a C-2 Commercial District which will permit the Goddard School and a Dental Office to be built.
 
  • The 5 Ordinances proposed at COW for action that evening were adopted with rules suspended. See COW for details.







Miscellaneous: The April 8 meeting will be moved to April 9 as will the Public Hearing.

Citizens Comments: A citizen asked that the hunting ordinance be changed to allow the hunting of fowl on private property, not just deer. There were some questions from Council members concerning the existing rules.
