Aurora City Council & COW - 4/9/24

City Council and Committee of the Whole - April 9, 2024
​Aurora, Ohio
Committee of the Whole (COW): The meeting was called to order at 6:15 by Chairman John Kudley with Council members Brad Duguay, Reva Barner, Peter French, George Horvat, Dennis Kovach, John Seitz present. Sarah Grdina Gilmore and Scott Wolf were  absent. There were 8 City Officials and Employees present. There were 1 citizen present.

Minutes from March 11, 2024 were adopted with R. Barner abstaining.
Minutes from March 25, 2024 were adopted with J. Kudley and B. Duguay abstaining.

 There were 9 Ordinances proposed for action on 1st Reading. 

  • An Ordinance amending “Employees Generally” to reflect changes in compensation for 4 newly hired seasonal individuals.
  • A Resolution accepting the written recommendations of the Tax Incentive Review Council (TIRC) regarding tax abatements currently in effect for the City of Aurora.
  • An Ordinance authorizing the purchase of 1040 Orchard Ave in the amount of $280,000 through the FEMA Grant program.
  • An Ordinance authorizing the purchase of 1090 Orchard Ave in the amount of $210,000 through the FEMA Grant program.
  • An Ordinance authorizing the purchase of 1233 Moneta Ave in the amount of $270,000 through the FEMA Grant program.
  • An Ordinance accepting the proposal of Prime AE in the amount of $19,760.00 to provide professional architectural services at 10 S. Chillicothe Rd.
  • An Ordinance accepting the proposal of SE Johnson Painting, LLC in the amount of $29,765.00 to provide painting services for the exterior of Fire Station 1.
  • An Ordinance accepting the proposal of American Platinum Door and Gate in the amount of $26,369.83 for the replacement of one garage door at the Brown-Keidel Service Center.
  • An Ordinance awarding a contract to Perrin Asphalt for the 2024 Road Paving Program in an amount not to exceed $1,325,176.70 with the work to be done before July 4, 2024.

There was 1 Ordinance proposed for 1st Reading.
  • An Ordinance accepting the proposal of Hejduk-Cox and Associates, Inc. in the amount of $63,932.00 to provide engineering services for the design of sidewalks on Aurora-Hudson Rd from Greenmen Way to Greenbriar Dr.

The meeting adjourned at 6:35 pm

City Council (CC):  Council President G. Horvat called the meeting to order at 7:00 pm with the Pledge to the Flag of the United States of America.   All Council members were present. except S. Wolf who was absent. There were 8 City Officials and Employees present and 1 people in the gallery. 

March 11, 2024 Meeting minutes were adopted with R. Barner abstaining.
March 25, 2024 Meeting minutes were adopted with J. Kudley, B. Duguay and S. Grdina-Gilmore abstaining.

Public Hearing: for the CAUV Renewal Application for 930 Eggleston Rd.- no comments

Mayor’s Report: Items included: The remarkable occurrence of the Total Solar Eclipse over Aurora at Sunny Lake Park and a “thank you to the city employees for organizing the watch party around this once-in-a-lifetimej event”; The opening of the Atlas Theater Thursday April 11; meetings with Aurora City Schools Superintendent Mike Roberto to discuss the potential upcoming construction project; attended the Portage County Health District Community Health Fair and the League of Women Voters April meeting; taped her April Mayor’s report with Community Focus.

Law Director’s Report: Mr. DiPiero had no remarks but his report was included with the agenda packet.

Ordinances on 3rd  Reading:

  • Ordinance 2023-104 for the Purchase of 40 acres of land and 53.63 acres of Geauga Lake with a Trail Lake Loop easement from ICP remains postponed. 
  • An Ordinance approving the renewal application for the placement of farmland in an Agricultural District for property located at 930 Eggleston was adopted with rules suspended to allow passing legislation on the same day as a Public Hearing.
  • An Ordinance approving a Conditional Zoning Certificate for a public outdoor recreation facility for the property located along the railroad corridor from SR 82 to the eastern boundary of the city in a Residential Zoning District was adopted.
  • An Ordinance authorizing the contract with Hejduk-Cox and Associates, Inc. in the amount of $36,113.50 to provide engineering services for the design of a waterline extension on State Route 43 to create redundancy for Aurora residents was adopted.
  • An Ordinance authorizing the purchase of 20 Decorative Light poles for the State Route 43 Lighting Initiative was adopted.

Ordinances on 2nd Reading:
  • An Ordinance clarifying income limits for the city’s Assistance Program was adopted with rules suspended.
  • An Ordinance accepting the proposal of VASU Communications for the purchase of eleven MARCS Kenwood 5430 Portable Radios for use by the Police Dept was adopted with rules suspended.
  • An Ordinance authorizing payment to National Driver Training School in an amount not to exceed $100,000.00 through December 31, 2024 went to 3rd Reading.
  • The 3 Ordinances authorizing payment to 3 individuals for providing community education classes went to 3rd Reading.

Ordinances on 1st Reading: 
  • An Ordinance granting an exception to the requirement for sidewalk lighting along Sycamore Lane and State Rt 43 to Salon Patrick went to 2nd Reading.
  • An Ordinance granting a Conditional Zoning Certificate to Toni and Antonio Tritto for a private recreational facility located at 365 East Mennonite Rd went to 2nd Reading.
  • The 9 Ordinances proposed at COW on 1st Reading for action that evening were adopted with rules suspended. See COW for details.
  • An Ordinance accepting the proposal of Hejduk-Cox and Associates, Inc. for engineering services for sidewalks on Aurora-Hudson Rd. went to 2nd Reading.

Miscellaneous: Liquor Notice: Evexia Cafe & Market LLC at 46 S Aurora Rd 

Citizens Comments: None

Council Members and Committee Remarks: R. Barner congratulated Holly Harris-Bane on the Atlas Theater opening up; G. Horvat congratulated Council, Clerk, etc for a very efficient Council Session.

 The meeting adjourned at 7:30 pm.
